Background on Wildfire Funding Package
HB 3940A is a proposed legislative wildfire funding package that includes several different mechanisms which could be used to help cover the ballooning costs of wildfire prevention and preparedness in Oregon. One of the ideas in this legislation is a $.05 sales tax on beverage containers subject to Oregon’s Bottle Bill. Although this consumer sales tax is the current Bottle Bill-related proposal in the bill, policymakers and the Fire 35 group have signaled that they are more seriously considering an industry facing tax on the present redemption value of containers (whether redeemed or unredeemed).
This kind of policy proposal has the potential to impact all of our cooperative patrons because it would mean that we would need to significantly increase patron fees to cover this new cost or it would mean a significant reduction in services available to Oregonians as a part of our Bottle Bill system, which would have devastating consequences for the effectiveness of Oregon’s word-class deposit return model.
What are we requesting from our cooperative patrons?
We know our cooperative patrons are incredibly generous as individual businesses and care deeply about issues that impact our state. We would like to be able to tell the story of how beverage distributors show up for Oregon wildfire mitigation and management efforts, independent of the cooperative’s support for wildfire first responders and victims. This information would be shared in aggregate (no individual businesses will be named, unless you would like us to do so) with policy makers and perhaps in media coverage.
