The updated Terms and Conditions are below. Important changes include clarifying language, stronger account security protections, customer and employee safety additions, and updated daily and quarterly bag return limits.

BottleDrop Account Terms and Conditions
We updated our BottleDrop Account Terms and Conditions, effective April 1, 2026
A BottleDrop account is an optional service intended to provide extra convenience for individuals, families, and household consumers. Each BottleDrop account belongs solely to the individual who created it and is non-transferable. The following terms and conditions apply to all BottleDrop accounts and are agreed to upon account sign up and through the continued use of the account. Violating these terms may delay or prevent accurate crediting of your container refunds and may result in account closure with or without notice.
BottleDrop Accounts
Account Creation Requirements
- A valid SMS‑capable phone and phone number are required to create a BottleDrop account online, in the mobile app, or at a BottleDrop Kiosk.
- Customers without an SMS‑capable phone and phone number must provide a valid email address and contact BottleDrop Customer Service to create an account.
- Customers must provide a valid physical residential address in Oregon with which they are associated. The individual’s association with the address will be verified by BottleDrop.
- Accounts must be registered to an individual, not a business or organization.
- No more than two BottleDrop accounts are allowed per address and per phone number. If there are more than two individuals staying/residing at an address who wish to hold independent accounts, contact BottleDrop Customer Service.
- A maximum of one BottleDrop account is allowed per email address and per individual.
Account Management and Updates
- All changes to an account must be made solely by the account holder. Changes include, but are not limited to: email address, physical address, phone number, card PIN, username, password, or requesting a replacement card.
- By using a BottleDrop account, the customer agrees to receive electronic alerts via text message and/or email. Alerts may include:
- Bag credit notifications
- Account withdrawals
- Account alerts and status updates
- Updates to BottleDrop Account Terms and Conditions and other account policies
- Message and data rates may apply.
Account Withdrawals
- BottleDrop account holders may withdraw a maximum of $99.90 per account per day using any BottleDrop Kiosk.
- Pay stations at BottleDrop Redemption Centers do not dispense pennies, withdrawals from the BottleDrop Kiosks at these locations must be made in amounts ending in $0.05 or $0.10.
- BottleDrop Plus withdrawals: BottleDrop Plus vouchers may not be eligible for all store items. Exclusions are determined by each individual retailer. For more information about the Plus program visit: BottleDrop.com/Plus-grocery-rewards/
- Other withdrawals: See sections addressing nonprofit donations via a BottleDrop account, connecting to an Embark or Oregon Able account, and use of Hyperwallet, below.
Account Ownership, Security, and Expectations
- BottleDrop accounts, balances, bag tags, and cards are non‑
- BottleDrop account holders acknowledge that BottleDrop is not responsible for unauthorized transactions resulting from sharing usernames, passwords, PINs, or security answers.
- Account holder death: In the event of an account holder’s death, the account balance may be issued to a beneficiary upon receipt of:
- A death certificate
- The beneficiary’s photo ID
- A completed OBRC Indemnity Agreement
- Unclaimed property: In accordance with Oregon law (ORS 98.302–98.436), account balances with no activity for three years will be transferred to the Oregon State Treasury as unclaimed property.
- Card deactivation: Each physical BottleDrop account card will be deactivated if it is not used at a drop door or kiosk for three consecutive years.
- Account deactivation: A BottleDrop account may be deactivated if is not logged into or accessed in any way for three consecutive years.
- The BottleDrop Customer Code of Conduct is applicable to BottleDrop account holders at all BottleDrop service locations.
Prohibited Conduct for BottleDrop Account Holders
- If a BottleDrop account holder engages in any of the following activity, the account will be immediately terminated without opportunity to reopen or reissue the account and the individual will be reported to law enforcement, as appropriate:
- Submitting False Information/Misrepresentation: Providing incorrect or misleading information to access services or redeem containers unlawfully.
- Engaging in BottleDrop Account Abuse.
- Severe or repeated violations of BottleDrop’s Customer Code of Conduct, most importantly sale, use or exchange of illegal drugs on any BottleDrop property.
- Harmful Conduct: Engaging in conduct that BottleDrop, at its sole discretion, deems damaging to other BottleDrop customers, BottleDrop’s network, or corporate reputation.
Filling Bags
Accepted Bags
- BottleDrop will only accept, count, and issue refunds for containers dropped in BottleDrop Bags.
- BottleDrop may refuse to count any containers dropped in non‑BottleDrop Bags.
Accepted Containers
- BottleDrop Bags may include plastic, metal, and glass containers in the same bag.
- BottleDrop Bags may also include BottleDrop Refillable glass bottles.
- If including glass, each bag must:
- Contain no more than 30 standard glass bottles (17 oz and under), or
- Contain no more than 20 large glass bottles (over 17 oz), and/or
- Weigh less than 20 pounds.
- All containers in a BottleDrop Bag must have an Oregon refund value as defined by ORS 459A.705.
- Knowingly returning containers without an Oregon refund value (including containers purchased or acquired outside Oregon) may result in a $250 fine per violation under ORS 459.992. OBRC reserves the right to request proof of purchase or refuse containers if there is reasonable suspicion that the containers were not purchased in Oregon.
Improperly Filled or Handled Bags
- BottleDrop is not responsible for inaccurate container counts if bags are improperly filled or handled.
- Improperly filled bags include those that:
- Contain trash or non‑redeemable containers
- Contain crushed or broken containers or containers with more than residual liquid
- Note: BottleDrop does not accept and may refuse to process bags with crushed containers.
- Contain unrinsed or sticky containers that do not freely fall out of the bag
- Containers purchased or acquired outside of Oregon
- Exceed glass limits or weigh over 20 pounds
- Are ripped, cut, untied, or not fully closed
Account Suspension or Termination for Improperly Filled or Handled Bags
- BottleDrop may suspend or terminate accounts that incur multiple bag violations due to improperly filled or improperly handled bags.
- BottleDrop Bags containing dangerous materials or biohazards—including but not limited to dirty diapers, syringes, weapons, spit/chew, or other biological substances—will result in immediate account termination.
Dropping Bags
Bag Tag Requirements
- Customers must affix one bag tag to each BottleDrop Bag before dropping it off.
- Bags without a bag tag will be donated to a nonprofit through OBRC’s Containers for Change Program.
Chain-of-Custody Requirements
- To ensure proper chain‑of‑custody, BottleDrop is not responsible for any issues with a bag if the account holder does not scan the BottleDrop card associated with their account when dropping the bag(s).
- BottleDrop is not responsible for issues with a bag if it is dropped off by anyone other than the account holder, including third‑party services.
Drop Door Use – Blue Bags
- If a bag tag associated with a BottleDrop Blue Bag (Give) account is used to open a drop door, only BottleDrop Blue Bags may be deposited during that door‑opening.
Bag Processing Timeline and Accuracy Standard
- BottleDrop Bags will be processed and credited to the account within seven days of drop‑off.
- If the account has not been credited after seven days, customers should contact BottleDrop Customer Service.
- BottleDrop uses its best commercial efforts to accurately count containers, with an average margin of error of ±2 containers per bag.
- Customers may contact BottleDrop Customer Service with questions about bag counts.
- BottleDrop bags are intended exclusively for use with the BottleDrop bag program and may not be used for returns through reverse vending machines, hand count, or Stream Count AI. Customers attempting to redeem containers through reverse vending machines, hand count or Stream Count AI from a BottleDrop bag will be redirected to the BottleDrop bag return process.
Secure Area Restrictions
- Entering, removing bags from, or altering bag tags within secure bag drop areas (any area beyond the drop door) will result in immediate account termination and may be reported to law enforcement.
BottleDrop Bag Limits, Costs & Fees
Quarterly Limits
- BottleDrop Green Bags deposited at any BottleDrop Redemption Center are limited to 30 bags per account per calendar quarter (January through March, April through June, July through September, and October through December).
- BottleDrop Green Bags deposited at BottleDrop Express locations, BottleDrop Dealer Redemption Centers, or BottleDrop Dash locations, are limited to a combined total of 50 bags per account per calendar quarter.
- BottleDrop account holders may drop a maximum combined total of 80 BottleDrop Green Bags per account per calendar quarter using the BottleDrop Network.
Daily Limits
- At any BottleDrop Redemption Center, BottleDrop Express location, or BottleDrop Dealer Redemption Center, no more than 10 BottleDrop Green Bags may be deposited per account in a single day.
- At any BottleDrop Dash location, no more than 4 BottleDrop Bags may be deposited per account in a single day.

Purchasing Green Bags
- Account holders may purchase up to two boxes of BottleDrop Green Bags at a time, with each box containing ten bags.
- Boxes can be purchased at any location in the BottleDrop Network. The cost of bags will be deducted from the BottleDrop account balance at BottleDrop Redemption Centers.
- Customers may complete one purchase of up to two boxes at a time that results in a negative BottleDrop account balance. Further purchases can only be made once the negative balance has been settled.

Bag Processing Fees
- Each dropped BottleDrop Green Bag or Blue Bag is subject to a processing fee of eight percent of the refund value of the containers in each bag. If the processing fee calculation results in a fractional cent, the processing fee will be rounded down in the customer’s favor to the nearest full cent.
- When BottleDrop Bags are dropped at BottleDrop Dealer Redemption Centers or BottleDrop Dash locations, the host retailer is responsible for the processing fees.
- When BottleDrop Bags are dropped at BottleDrop Redemption Centers or BottleDrop Express sites, BottleDrop account holders are responsible for the processing fees.
- The processing fees charged to a BottleDrop customer account will be reflected in the transaction history, visible to the account holder when logged into their BottleDrop account.
Account Credits and Discrepancies
- By using the BottleDrop Bag program, you agree that contacting Customer Service within eight weeks of the transaction is your sole remedy for concerns about credits outside the margin of error, missing bags, or bags not processed within seven days. Customer Service may issue credit based on recent activity in your account. Bag credit concerns not raised within eight weeks will be ineligible for review or credit.
- Defective Bags: All BottleDrop Bag sales are final, except for defective bags. BottleDrop may replace defective bags or refund the purchase price for manufacturer defects within 90 days of purchase. To request a refund, email info@bottledrop.com with your account information and the specific purchase. The warranty applies only to the original purchaser.
BottleDrop Account Donations to Nonprofits
Account Donation to Give Nonprofits
- Customers may donate any portion of their BottleDrop account balance to nonprofit organizations that have an active BottleDrop Give account through BottleDrop.com.
- Confirmation of the donation will be sent to the email address on the customer’s BottleDrop account.
- The name and mailing address associated with the BottleDrop Account will be shared with the nonprofit organization receiving the donation for tax reporting purposes.
- BottleDrop acts solely as a payment processor and facilitator of the donation to the designated registered BottleDrop Give nonprofit. BottleDrop cannot provide tax, legal, or financial advice and cannot confirm the tax deductibility of donations.
- All questions or requests for official donation receipts or tax deduction documentation must be directed to the nonprofit organization to which the contribution was made.
Untagged Bags and Containers for Change
- Customers who wish to participate in OBRC’s Containers for Change Program may simply leave their bag tag sticker off the bag. OBRC uses the funds from containers in those bags to support nonprofit organizations, as well as foundations, through memberships, sponsorships, and grants. For more details about the Containers for Change program, visit our Containers for Change page. OBRC also reserves the right to use funds from the Containers for Change account to support the OBRC Emergency Fund, which quickly responds to pressing needs and priorities in the community through local nonprofits.
- OBRC relies on customers’ unique bag tag stickers to credit customers’ accounts with funds from containers in their Green Bags. Customers who inadvertently drop a bag without a sticker, and do not wish for the funds from their containers to be directed to the Containers for Change program, can call customer service to inquire about credit for their bag.
Embark and ABLE Savings Plan Accounts
- Customers may contribute a portion of their account balance to an Embark or Oregon ABLE Savings Plan account connected to their BottleDrop account.
- Customers may contribute to Embark accounts or Oregon ABLE Savings Plan accounts through a one-time contribution, or as recurring monthly contributions.
- The minimum contribution amount is $5.00.
- Contributions can take up to 60 days to process into the Embark and/or Oregon ABLE Savings Plan account(s).
- One-time contributions will be deducted from the BottleDrop account balance immediately.
- Monthly contributions are deducted from the BottleDrop account on the 25th of each month.
- If a BottleDrop account does not have sufficient funds for all requested contributions for all recipient accounts, no transfers will be made to any recipient account.
BottleDrop Website Use and Customer Data Privacy Policies
By accessing and using BottleDrop services, you acknowledge and agree to the guidelines and procedures set forth in the following Privacy Policies:

Third-Party Companies and Services
OBRC may utilize Hyperwallet payment services to deliver payments to you. Such payment services are subject to the Hyperwallet Terms of Service and the Hyperwallet Privacy Policy.
Acceptance of BottleDrop Account Terms & Conditions
BottleDrop management reserves the right, at its sole discretion, to change the BottleDrop Account Terms and Conditions or the fees associated with BottleDrop accounts or other BottleDrop services at any time. Commercially reasonable efforts will be made to notify all customers and account holders of any changes to fees or BottleDrop Account Terms and Conditions. Customers are responsible for keeping their account information up to date.
Waiver and Severability
If OBRC waives any term or condition in these Terms and Conditions, it is not considered a further or continuing waiver of that term or condition, and it is not a waiver of other portions of this Terms and Conditions. If OBRC fails to assert a right or provision under these Terms and Conditions, it does not mean that the right or provision is waived.
If any provision of these Terms and Conditions is determined by a court or other tribunal of competent jurisdiction to be invalid, illegal, or unenforceable for any reason, the provision shall be eliminated or limited to the minimum extent such that the remaining provisions of the Terms and Conditions will continue in full force and effect.
Entire Agreement
These BottleDrop account Terms and Conditions and our Data Privacy Policy make up the sole and entire agreement between you and OBRC regarding the BottleDrop account terms of service and take the place of all prior and contemporaneous understandings, agreements, representations, and warranties, both written and oral, regarding the BottleDrop account terms of service.
LIMITATION OF LIABILITY. To the fullest extent permitted by applicable law, BottleDrop and OBRC and its officers, employees, agents, and affiliates, shall not be liable for any direct, indirect, incidental, consequential, or punitive damages or injuries or attorney fees and costs arising out of or related to the use or misuse of BottleDrop services. This limitation applies regardless of the theory of liability, whether based in contract, tort, negligence, strict liability, or otherwise, even if BottleDrop or OBRC has been advised of the possibility of such damages.

BottleDrop Terminology
- Bag Tag Sticker
- Stickers placed on each BottleDrop Bag to identify the BottleDrop account where the refund value of containers in BottleDrop Bags should be directed.
- BottleDrop Account
- An optional service allowing individuals to utilize BottleDrop services, such as Green Bags and BottleDrop Plus.
- BottleDrop Account Abuse
- Account abuse includes any activities that disrupt, compromise, or misuse system resources, including but not limited to:
- Unauthorized Access: Modifying, tampering with, or attempting to access files or information not owned by the user.
- System Interference: Reducing system performance, compromising security, or hindering normal operations.
- Intellectual Property Violations: Misusing proprietary or third-party information for personal or unauthorized purposes. You are granted a revocable, non-exclusive, non-transferable limited license for personal, non-commercial purposes. All rights not expressly granted are reserved.
- Legal Violations: Attempting to violate any laws or regulations.
- BottleDrop Bag
- A 13-gallon bag, made from post-consumer recycled material, which is required for participation in the BottleDrop Bag return program. Green Bags are designated for personal accounts, while Blue Bags are designated for nonprofit accounts.
- BottleDrop Dash Location
- A type of bag drop location without a drop door. BottleDrop Bags are accepted at a BottleDrop Kiosk by an attendant and then stored in a secure location for BottleDrop to pick up. It also accepts up to 24 redeemable containers per person per day from 8 am to 8 pm, unless located in the City of Portland where the store may refuse to redeem individual containers. The BottleDrop account holder is not responsible for the eight percent per bag processing fee.
- BottleDrop Express Location
- A type of bag drop location where account holders may drop off their BottleDrop Bags via a drop door. It also accepts 144 redeemable containers per person, per day. The BottleDrop account holder is responsible for the eight percent per bag processing fee.
- BottleDrop Give
- BottleDrop’s nonprofit fundraising program. This program uses Blue Bags for collecting and redeeming containers.
- BottleDrop Kiosk
- Kiosks located at BottleDrop Network locations allow account holders to access their accounts, withdraw funds, print bag tag stickers, and dispense BottleDrop Account Cards. Kiosks that allow account access and withdrawals only may also be located at retail locations near BottleDrop Redemption Centers.
- BottleDrop Network
- The statewide network of BottleDrop Redemption Centers, BottleDrop Dealer Redemption Centers, BottleDrop Express and BottleDrop Dash locations. Only locations branded as BottleDrop are part of this network. In-store container return options that are not branded as BottleDrop are not BottleDrop Network locations.
- BottleDrop Plus
- A feature where customers can redeem their BottleDrop account balance as in-store credit and get 20% added to their container redemption value at participating retailers.
- BottleDrop Redemption Center
- Sites staffed by OBRC, which provide BottleDrop Account services, BottleDrop Bag returns, and accept up to 350 containers per person per day through reverse vending machines, hand count, or Stream Count AI.
- BottleDrop Refillable Bottles
- Redeemable glass bottles that can be washed and then refilled by BottleDrop’s craft beverage partners.
- BottleDrop Dealer Redemption Center
- A BottleDrop Dealer Redemption Center is a retailer that provides a secure drop off area for BottleDrop Bags via a drop door. It also accepts up to 24 containers per person per day from 8 am to 8 pm, unless located in the City of Portland where the store may refuse to redeem individual containers. The BottleDrop account holder is not responsible for the eight percent per bag processing fee.
- Drop Door
- An exterior door located at BottleDrop Redemption Centers, BottleDrop Express sites, and BottleDrop Dealer Redemption Centers that are accessible via a BottleDrop account card and used to securely drop BottleDrop Bags.
- Non-redeemable Containers
- Beverage containers Not Included in Oregon’s Bottle Bill and/or containers purchased or acquired outside of Oregon.
- Redeemable Containers
- Beverage containers Included in Oregon’s Bottle Bill. OBRC reserves the right to request proof of purchase or refuse containers if there is reasonable suspicion that the items were not purchased in Oregon.
- Retail Locations (for bag drops)
- Includes BottleDrop Dash, BottleDrop Dealer Redemption Centers, and BottleDrop Express
- Oregon Beverage Recycling Cooperative
- The Oregon Beverage Recycling Cooperative (OBRC) is a not-for-profit cooperative set up by beverage distributors to fulfill their stewardship obligations under Oregon’s Bottle Bill. OBRC operates the BottleDrop Network.
- Account abuse includes any activities that disrupt, compromise, or misuse system resources, including but not limited to:
